Charles, you do realize that any proposal that puts someone above 400 will just be rejected, right? The only way this game can really end is a 3-way tie or something. What might be better for a win condition is "most gold after X rounds", or just something that is harder to block permanently.

That's a good point. I'll leave the 400 win condition and if no one reaches 400 gold after 10 more rounds then the pirate with the most gold will be the winner.

(1) Make a plan that gets me to 4th place, and
(2) Successfully convince 2 players to vote for it.

I think a 65-20-15 or 66-17-17 split is optimal for those purposes. Inferno, therefore, gets nothing.
