Does Nancy give a BORDER clue if a) the third word is a country and b) neither of the other two countries are worse than neutral? If the answer to both is yes, we should guess. Otherwise, we should probably pass.

That's my current line of thinking. I don't think any of GERMANY / MEXICO / FRANCE are missed as possible / reasonable BORDER hits, so I'm thinking it pretty likely none of them are worse than neutral from our POV. So I think it's probably safe to guess MEXICO.
