HURT: p012 - i want to make it an amendment to p009 once it fails; at that point i'll redefine 'unique' as - cannot have the same title as any existing rules or active proposals.

Found the lawyer.

This is why we have Calls for Judgement. That rule can't really be enforced, but it's meant more as a guideline for determining the correct verdict for a CfJ. The spirit is whatever the plurality decides, because that's how CfJs work.

Yeah, it did. Just make a new proposal to repeal it and add it as an amendment. Remember - if you're not enacting a new rule, you don't need a title.

P016: Amend R306 by appending:
If a player ever has 0 or negative hit points they are eliminated.


P017: Amend R306 by appending:
A player may spend 20 reputation to cause another player to lose 1 hit point.


P018: Amend R306 by appending:
A player may spend 25 reputation to cause another player to gain 1 hit point.


P019: If and when this proposal is voted in, all players who voted for it, and never voted against it at any point in time, will receive 50 reputation, and the usual bonuses will NOT apply.


P020: Create a new rule:
Rate-Limiting Proposals: A player may not make more than 5 proposals within the span of 60 minutes. However, withdrawing a proposal causes it to no longer count towards this limit.


(Actually, I would have combined 016-018 into one, but I thought some people may disagree with some things and not others.)
019 is not a rule, it is an effect that happens once and once only.

P019 is totally unfair, but I don't want to vote against it for fear of it passing, and it is legal according to the rules. Goddamnit! VOTE: Abstain: P019 till I know what other people are doing.

HURT: P016 What does "eliminated" mean? I'm not a fan of permanently removing players.
HEAL: P017, P018, P020 P020 is a bit generous, but it can't hurt.

does this require a cfj i dont think it should

P020 does have a title: "Rate-Limiting Proposals". P019 doesn't establish a new rule so it doesn't need one... wait a minute...

CfJ001:
There is no provision in the rules for one-time effects. Thus, this CfJ is established to determine the legality of P019.

P021: Rule Violations

Any player found guilty of breaking the rules by verdict of a CfJ shall be penalized 2 Reputation for every broken mutable rule and 5 Reputation for every broken immutable rule.

CfJ001-V1: One-time events should be in their own section on the wiki page and be numbered E01 and so on. They are still voted on as proposals.

CfJ001-V2:
As there is no provision in the rules for one-time events, P019 shall be declared null and void. The rationale for this verdict over V1 is that Calls for Judgement should aim to be as unintrusive to the game as possible and are intended to determine the interpretation of the rules. V1 aims to establish a new rule, rather than interpret existing rules.
