Not the first time this has come up; time for a policy. Let's try this:

Any player may request an extension to the initial game fill timer. This extension will add 48 hours to the timer. (2 days -> 4 days)
If the extended timer expires, *all* players must agree to apply a second extension. If this happens, it will add an additional 72 hours to the timer. (4 days -> 7 days)
If that timer expires, the game will start unless all players agree to another extension AND there's a good reason to think another extension will result in the game filling.

Once the initial 48 hours are past, the game will start as soon as it's full.

Does this sound okay?
