Rebuilding: Ninetales plays a Black 3, applying it to Zone C. She then plays a Black 2, a White 2, and a Blue 2. She uses the White 2 to turn the Blue 2 into a Wild, then uses the Black 2 and Wild 2 to complete Zone B. Zone A remains incomplete. She spends 2 Building Markers.
Discard/Drawing: Ninetales discards a Gold 2 and draws three cards.

Moving: vincentw moves from D3 to D1 - the Iron Foundry. He plays no cards and moves no Dragons.
Rebuilding: vincentw first plays a Black 3, overpaying for Zone B (and completing it). He then plays a Blue 2 and a White 2 - using the White 2 to turn the Blue into a Wild - and uses the Wild to complete Zone C. He spends two Building Markers.

The Iron Foundry is complete! The people of Blue Moon City rejoice, showering its builders in wealth!


Awards


First, the Iron Foundry refunds all Building Markers spent. vincentw gets a net gain of one Building Marker back (including the two he just spent).
Second, the Iron Foundry awards its Helper Bonus to everyone who helped - which was vincentw and no one else. He gains
1 Crystal
.
Third, the Iron Foundry awards its Leader Bonus to the person who did the most work. Most? We mean all of the work. vincentw gains
2 cards
.
Fourth, the Mill and Monastery Tower both pay out their Synergy bonuses to everyone who helped out. vincentw gains a further
1 Crystal and 1 Scale
.
Finally, the Iron Foundry's Synergy Bonus goes live - but all of its neighbors have been completed, so the bonus is irrelevant.

Discard/draw: vincentw discards nothing and draws a total of four cards (including the two he got from the awards). However, there's only card left in the deck.
Order of operations:
1) All cards played by vincentw go to the discard pile.
2) vincentw draws the one card left.
3) I reshuffle the discard pile; it becomes the new deck.
4) vincentw draws his remaining three cards.
