Maybe it refers to a group of people, of whom one must always be a communist, though never the same person for two consecutive days. Thus, the group has the position of "rotating communist". Maybe.

Well comrade, it's obvious that "Rotating Communist" is a reference to the wilyness of capitalism. Therefor, to match the ever changing techniques of exploitation put forth by the capitalists, I must rotate to different revolutionary standpoints.
