Figuring out interactions in this setup would be interesting, and the Ascetic is basically a named townie that can't be protected. This setup could have some interesting role interactions and claims.
On paper it doesn't look too bad, although like most open setups with multiple unique town roles, there are situations where early massclaiming could be viable. I probably wouldn't on D1, but if the first two deaths are VT/VT, massclaim seems like a really attractive option, especially since scum will probably hit a PR N2 thanks to their Vanilla Cop. In this situation, you have three cleared townies on D2 (unless scum want to force a 50/50, and they shouldn't), and this gives you supremely improved lynching odds for D2 (and future days), while effectively forcing the order of scum's NK's.
Even if massclaim doesn't happen, you still have three town players in the game that are essentially unlynchable before lylo, as they have a unique claim that scum can't counterclaim without forcing a 50/50. Having those kind of lynching odds will be very beneficial to town.
The setup could well be within the realm of balanced, but I think a lot of the game hinges on how early scum find the PR's - as all 3 can only be killed at night, one at a time. If they miss N1, town probably wins, if they find a PR D1 or get lucky N1 it seems like an even battle. I think most of the time the setup probably won't have a lot of creative/interesting night interactions dictating the flavour of the game -- instead I think the primary flavour will be about process of elimination during the day.
