i think this is balanced? Town tracker claiming day 1 might be a stronger strat but not too much that it breaks the set up at all. I think that the actual issue would be the tracker/follower combo if scum dont find them quickly. they can potentially clear people/get multiple guilties if they are lucky, but if scum hit one early then town power is hamstrung.
opens with a known doctor are kind of tough on scum i think:
day 1 follower claims, gets doc'd. also PROBABLY optimal is to claim a group of possible night follows (like, 4-6 possible targets) and then the tracker tracks elsewhere (to avoid overlap)
day 2, if tracker sees anyone visiting anyone other than the follower (because doc always visits there), it's a free guilty. follower also has a shot at getting a free guilty via shot or a 50% guilty via track result (100% if the town tracker dies n1)
that seems kind of rough on scum potentially. OTOH a decent # of games are potentially rough on scum so idk i guess.

This is townsided given that it effectively has three innocent children, in addition to the benefit town get from actually using their power roles. When run as an Open, Mafia have no viable fakeclaims, so any non-counterclaimed power role claim immediately confirms the claimant as town. (Three Innocent Children in a 10:3 isn't quite enough to balance the setup by itself, but it's fairly close, and having useful power roles in addition to that rather pushes it over the edge.)
