When a player is lynched, they choose a player to receive a cop report that night. The target of the report will be voted by all vanilla townies at night (including the person receiving the cop report.). If there is a tie, mafia choose between the tied.

Nah, the scum can just kill them only if they're town, and otherwise not kill them, and have the nominated target scumclaim and refuse to tell the town the cop result.
That way, we have the following possibilities:
a) Town's first choice is scum. They choose whoever they were planning to NK anyway as the cop, and then kill them.
b) Town's first choice is town and second choice is town. Both die.
c) Town's first choice is town and second choice is scum. Two townies die, but the second choice then gets confirmed as scum. They lynch the scum the next day, and a townie dies the next night. So there were two town-controlled kills (one on scum) but two scum-controlled kills too (as scum get a free choice with both nightkills).
Case b) is the only case where the end result is different from a permuted version of Vanilla. It actually makes no difference from an EV point of view, but from a dayplay point of view, town's going to be a bit better off due to the fact that they effectively directed the scum kill. It's also worth pointing out that there's a probably unintentional breaking strategy in the case where the scum do allow the town to learn a cop result: there are an even number of players at night, so choose a number of cop targets equal to half the number of players in advance, and ask two players to vote for each target (with no player voting for themself). You can then confirm two townies simply by seeing who the cop was on (there must be at least one pair with no scum in, and as scum can't vote for the target, some such pair will win the target vote), and confirm a third player via the cop result itself.scum· scam · seam · team · term · tern · torn ·town- Mathdino
