As an Open this is massively townsided. JK+6 vs. 2 is roughly balanced as a
Closed
setup, and (given that this is a Micro) the scum Rolecop information typically comes too late to be useful, so that doesn't help scum much. Meanwhile, the town is hugely assisted by the fact that the Backup Rolecop is a Named role, which is almost as powerful as an Innocent Child in an Open (because scum can't doubt their claim to towniness without counterclaiming them, leading to an immediate 1v1), and the Backup Jailkeeper is effectively entirely useless because if it activates town don't have anything left for it to block. (This is all disregarding the fact that the Backup Rolecop becomes the equivalent of a full Cop if the Mafia Rolecop ever dies; that doesn't have much impact, because they're fairly unlikely to actually get a shot off in any given game, but is an additional point that makes the setup even townier.)
I could see something along these lines working in a Closed setup (although you'd need to tinker around the edges of the setup a bit to make it less guessable, and that would of course have a balance impact, so it doesn't make much sense to try to review the setup directly as a Closed).
