I think all of those are weak. You could add a named or informed (what powerlevel it is) town to each of them and be better I think.
High power level is probably the best for town. I'm not sure if that means that it will always show up though. (If all town realize that it's the best for town they can force it, but I'm not sure they will.)

To fix the setup being scumsided overall, the informed (of the chosen power level, does not flip with that info) townie seems like a good idea.
To fix high power level being townsided (especially since the neighborhood can nab the informed townie), the Neighborizer would need to be replaced with something that doesn't synergize with the other town PRs in high power level. I'm thinking Mailman or Friendly Neighbor may work.
If the town choosing all the same means that you get a scumsided setup, you actually have an interesting choice at the beginning of whether or not to up the power.
The Neighborizer would still benefit the town if the Informed Townie got into the neighborhood. If this is a special concern I'd have to go with replacing the Neighborizer.
Oh, I'm not saying that special or high is bad by itself, I'm saying that high is better for town than special, so every townie should choose to up power, which means you should get the same setup (high) every time.
I think you should intentionally set this up so town’s best choices go in the order D > A > B > C so town are incentivized to pick the choice that leans toward D but if they all do it they give scum the most scumsided setup
Hopefully this is closer to the intention of the setups in the middle of the sliding scale being more townsided than the ends, it's more like the original Leveler Mafia with special (or B) being "At least 10 slide ups" and high (or AB) being "7-9 slide ups".
I think it makes for an interesting level of reading into people’s personalities to figure out if their pick was because they were town wanting to take risks or scum (though this would probably only actually matter for like one slot every other game in practice)...
