[SETUP] Alternate-KP (Open 13p)

This is a good candidate for becoming an approved open setup if it tests well.

I checked with T-Bone and he said you can go ahead and queue to moderate this as a first time mod if you'd like to, if you have me as a backup mod. There's plans add more flexibility like this in the future so we can test more setups.

despy generates oddness/evenness issues in a 9p so it's just a named townie unless a protective role can connect

I think a cop and an IC against a mafia with PRs is considered balanced and a jk and an IC against a mafia with PRs is also considered balanced but the latter has boring game play from JK targetting the IC too often

So the most balanced mutation of this is IC+Cop. It isn't a setup I'd want to play but it's fine.
