Game Information:
There will be 3 players in the 17 players who buy special powers. After they buy, the roles are randomly distrubuted to all players considering their setup, but the Town Shopper will not get any Power Roles.
The Town Shopper will be revealed on the first day of the game. Private Threads will not be distrubuted before they buy the roles.

The Town Shopper starts with

coins and the Mafia Shoppers start with
6
coins.

Randomly distributed to all players - as in, a member of Town could get a Strongman kill? Or is it limited to the faction that purchases it?

meaning if scum buys a strongman
scum gets a strongman, doesnt affect other parties

I skimmed it again and I'm not sure I'd be very interested by it anyway.

These types of setups have a tendency to decompose into a mathematical discussion of the value of each of the abilities that kind of interrupts playing mafia

That maybe doesn't damn it, some people might enjoy that kind of argument -maybe- but I think it's a net negative compared to a french vanilla open (or even a french vanilla open where powers get distributed in some way, without agency over which powers will be available to distribute)

Actually, I think the better option in this setup is a D1 massclaim, which should be close to automatically letting the town catch all the scum through nightplay if the shopper buys a lot of power roles. (You can buy up to 8 of the things, meaning that there will only be two VTs left.) At that point, most of the scum will have to claim a power role during the massclaim, in order to avoid being caught very quickly by PoE; and that'll devolve into a series of 1v1s in which town has the advantage (because some of the roles can be used to confirm themselves, because the scumteams may end up counterclaiming each other, and because the shopper has some flexibility about which roles to choose and scum run the risk of claiming a role that isn't in the setup).

You then run into the issue that this setup is 11:3:3, meaning that even if town know who all the scum are, they can't actually eliminate them fast enough if the scum gang up against the town (which they will do, because the setup is so townsided otherwise); after 5 days, if you fail to wipe out one of the scumteams early to remove its kill you have 10 dead townies and only 5 dead scum, which is a 1:1 ending and a scum win. The Town Desperado helps a lot in this (it's likely that at least one Mafioso will be confirmed D1, allowing the Desperado to shoot them safely), but it still leaves town with surprisingly little margin for error. (This in turn, of course, means that the setup is massively scumsided
unless
town break it in the way described above, unless the scum start shooting each other, at which point you basically have more of a game of politics/Diplomacy than a game of Mafia.)

In other words, this setup is really broken in two different ways, and I doubt there's any reasonable way of fixing it.

4/9 I don't think is a good idea, I don't see how the way the setup is designed makes that extra numbers advantage compared to 3/10 counterbalanced

I think it's a good attempt at creating a sort of middle group towards Pick your Poison and the C9++ family of setups though
