I don’t think Doctor uses here until Cop dies. Losing both PRs prematurely makes this into a 7:2 Vanilla Mountainous that scum likely wins, and a Doctor save does not mean much until it gets 2 of them. Assuming Strawberry Mafia is balanced, this is also townsided since it is that but with more town power and 1 less scum

The Compulsive vig/doc will force the negative utility role until the cop dies, it would probably target who they think is scummy in practice to avoid hitting the Cop.

This is townsided as hell though, I'd do something like:

• Frail: If this role is targeted by any action, it dies.
  
• Traitor follows Normal Guidelines.

Edit: If we're keeping it simple just bump it up to 13p and it should be fine?
