First off, not for that many people.

128 should be fine for these purposes.

A lim threshold of 10,619 would require at least a 21,236 player setup, assuming majority still sets the lim threshold.
time will end

The main mechanic of this, I'm thinking, is that you aren't actually going to
play
with all 128 people at once.

Instead, you're split into different boroughs as many big cities are.

Specifically:

Metropolitan Area ("new york")
Sicilian District ("little italy")
Cedar Falls (play off of cedar point, an amusement park, "theme park")
Center Point ("central park")
North Mayfair ("mayfair club")
Old Mamanuca (play off of mamanuca islands, where some of the survivor seasons were filmed)

each one has a gang or two and they all desire to conquer their neighborhoods.

once each neighborhood has a result, then you recombine the survivors and they play a game.

to elaborate on this:

each borough is its own self-contained game with its own self-contained mechanics, similar to Team Mafia.

New York
is a Multiball game.
Sicilian District
is a
fairly
normal Mini game.
Cedar Falls
is a Cult game.
Center Point
is an Open game.
North Mayfair
is a One Night Ultimate-style game.
Old Mamanuca
will be a custom blend of Mafia and Survivor, in which a scum group attempts to evade elimination via competing in challenges.

once all games complete, the survivors of those games will be invited to play in a final game of some sort. the setup size can't be predicted as the playercount of the final game can't be predicted.

also toying with the idea of somehow being able to cross-replace between boroughs, with normal replacement rules associated with it (can't replace back in to a game you left or died in, etc)

I think numbers for each borough can be as follows:

Metropolitan Area
, considering multiball, would be balanced around
18
.
Italian District
a standard 13 players.
Cedar Falls
could be fine with 10.
Center Point
should be good as a 9 player.
North Mayfair
shouldn’t be
too
big for balance reasons. The setup will be semi open anyhow. I’ll say 9.

Alright, I'll need help designing Center Point (9p Open) and North Mayfair (ONUW-esque)!
