clarify what you mean by "full scum information enabled"? is it the "Scum are informed fully, they know each other's roles and may submit actions via PT." part of the rules?

i want to say just complete initial impression sightread that this is somewhat balanced? maybe even slightly on the scumsided end of balanced, honestly. making the loyal neighborizer simple is a serious nerf in a game with only 6 VTs, innocents from that are way way more valuable than "guilties" that really only force a claim. and apart from that the only real town power comes in the form of the watcher -- which is a powerful role, no doubt, but in large part is kind of a single-use in that it probably just trades 1 for 1 with scum, and in the worst case totally gets things wrong if scum use the ninja strongman and the roaming doctor targets the same person.

as a secondary reviewer i actually don't have to sign off on a setup for it to pass. that being said as far as i can tell this one seems fine.

your conception of what a backup neighborizer is is flawed. it shouldn't by default start out in the first neighborizer's neighborhood.
