Yeah I thought if I centered the power roles around stopping kills it would make it more balanced. Theres 3 kills: sk, mafia, and vig. And five ways to prevent kills: town doctor, town commuter, town roleblocker, mafia roleblocker and bulletproof mafia.

Ok, if I remove the serial killer I'll change the BP Mafia to a Mafia Watcher, change the goon to a 1-shot strongman, and add a VT.

Setup:
Mafia: Mafia Roleblocker, Mafia Watcher, Mafia 1-shot Strongman;
Town: Vigilante, Cop, Doctor, Roleblocker, 1-shot Commuter, Townies (x5)

I'd say there is variance but it is balanced; it could swing in either direction and swing back depending on how the night actions resolve and how each team plays.
