obvious balance tweaks include:

townward: change deputy to vt
scumward: change deputy to vt and nerf neapolitan to tracker; give scum a 1-shot roleblocker or something

My main issue is that the neapolitsn outing d1 actually gives town equity but it's scumsided without it and possibly with it? Idk. Thinking..
