If this scumteam were all goons and lacked daytalk I'd still call this setup scumsided; if this scumteam were all goons and lacked daytalk and the modifiers from the town PRs were removed, then it'd be more in the range of balanced. (Okay that'd be taking things a little too far and make it townsided, but that's the level of change I'm talking about.) We're not talking, "scum win this 55% of the time".
We're talking, with this setup, "scum win 95% of the time". Scum are way too strong and town way too weak here.

Much better. I'd call this setup incredibly swingy (it's a cop-doc setup so naturally things swing dramatically depending on night actions/lynches), but it's balanced and it's normal so I'm willing to give it the /pass.
