I think I pretty clearly did not say that was necessarily the case. I think it's the most likely. A guilty does not have to be 100% to be called such.

nobody has called it out yet(?) but voyeur found a protective on them, and since in very many worlds that doctor would've cced April on d1 (or today ..) it"s likely a scumdoc. i can't think of a situation where a scum!doc hits a town!t3
