This will be a closed setup with some flashy mechanics if we can get 13 people, or a mostly normal setup if we only have 9

it will also be a bit of moderator masochism because the setup will be needlessly convoluted

will launch with either 9 or 13 whenever that other game ends if we have the people

also I'm rebalancing on the fly so no promises this is actually properly balanced
