more like "expect it to be possible"
general impression as I said, based on what I gleaned from them in this game alone (word of mouth) - which, again, is likely that I recognize the wild-modding style of RC because I'm kind of that way, and my brain likes to GOOOOOO FARRRRR with game-theory consideration (not to distract, but to try and cover all optiosn because I know myself as a mod love to modwifom and troll my players and apart from that, just love coming up with whacky mechanics)
I haven't thought too much about it because I'm not sure I entirely understand it
my guess is that it means he should be talking right now, but since he is not that maybe "the country" is something else (like another hood?) and he can talk in that only? or maybe he's just pissed he was killed and left? able to talk, but not? I don't really see that from a personality like that though
I'd consider it being related to the vig. kill and not a scum kill if the wording were different "if killed by scum at Night" instead of "if killed at Night" - but it's not that and there's nothing special about my kill
