Why do I never get here in time... nobody should be shooting yet.

After worst's shot, I'm treating any further shots until we have anything worked out a scumclaim, and the reason is that I'm pretty sure we can break the game, even if we don't have majority (though we probably still do, given that one scum faction is almost certainly entirely dead).

Basically, the plan is:

we vote on a total ordering of all the players from towniest to scummiest.

The way to do this is probably to have each person form a list and then combine the lists by assigning each position on the list a point value.

Once we've formed the total ordering, the second-lowest player shoots the lowest player, and then the third-lowest player shoots the second-lowest player, et cetera. Shooting someone else or sometime else is of course a scumclaim.

In this way, no matter how many scum there are, we won't lose unless the towniest-ranked player is scum.

Now, worst's shot complicates things as it basically forces him to be placed at the bottom of the list, unless we want him to ALSO survive until endgame. If he has any more vests left, it's even MORE of a problem.
