I played a game recently as Greece, the most cultural civ in the game, and while attempting to get a culture victory for the achievement accidentally got a religion victory without trying to. I had spent the past ~75 turns hitting "future tech/future civic/next turn" and doing fuckall else. Really aggravating.In post 184, brassherald wrote:

Sounds like you're not abusing early game science rush and archaeology museums hard enough.
Is Greece really the most cultural civ in the game, when England lets you have 6 artifacts per museum?

I distinctly remember starting off with a bunch of campuses, then going on autopilot a bit, then all of a sudden I was being told that I was nearing a cultural victory. 2 hours later, I won a cultural victory.- Varsoon

A lot of the trick to a Culture victory is also making sure you are maximizing your tourism output while denying other civs extra tourists.
I'll often run into the situation where I have all my art/writing/music slots filled but have artists just sitting around. In those cases, I will sometimes leverage great works that I can make more of for great works/relics/artifacts from already-conquered civs that will complete themeing bonuses for me.
If you're worried about overcoming a particularly culture-savvy Civ that seems to have a ton of domestic tourists, just pillage all of their upgrades--you can do this without going to war, even, if you use Spies to Recruit Partisans or Sabotage Production.
Don't forget that having Open Borders and a Trade Route with the Civ you're trying to influence also lets you get more Tourism. It can really help to found an early religion, if only because you can ensure religious tourism early game and even have your Apostles do religious combat and create relics for you. In mid/late game, you can usually trade these relics to already-conquered civs for a good deal, too.
It helps A TON if you get Melitta Bentz (Great Merchant) and Mary Leakery (Great Scientist)--I often blow thousands of gold just to steal these great people when they show up. It can be insane with England, because you're looking at getting 6 artifact slots per city and +300% tourism per artifact.
Do keep in mind that differing Governments gives you a huge penalty on tourism, too. Don't be afraid to change your government to be the same as an enemy you're trying to overcome.- Varsoon

It seems like the quickest way to get a culture win would be through religious tourism with Kongo. Just rush out Mont St. Michel to guarantee every Apostle you make has Martyr, set up Reliquaries for triple tourism and faith yields on relics, and build M'banza and Theatre Squares until you've filled all your possible relic spots.- Varsoon

But yeah, if you're blowing through science real quick, it can be easy to accidentally trip into a culture victory since so many of the techs give you tourism bonuses. I usually build a Campus, Industrial Zone, Commercial Hub, and Theatre Square in every one of my cities, so I tend to get culture-conquer a few civs regardless of whatever other victory I'm shooting for.- Titus
