Am I able to participate in Newbie games? It's been 3+ years since I played ANY Mafia at all, and I'm pretty sure I would be a liability in a normal game. I don't have any recorded games since you changed your layout, and probably for a while before that too.

Well, I have played as IC before, even modded some Newbie games, but as said, it's been a while. (I just found the last recorded Mafia activity, and it's only been two years, not three - modded Mini 844, September 2009) So:
