FWIW, I have a feeling I know who being is and they may know who I am. I was actually thinking of a specific person when I said "some people would /in to mod a newbie without knowing the requirements" and I think this is that very person. IIRC the person in question has 15+ years experience playing Mafia. That said, if exceptions are going to be made, it should be made for this person, if it is in fact who I think it is. this will likely go unsettled since Being will likely no longer have an interest in Modding for the newbie queue once it is known that they can't do it at this time.

Hello guys, I want to join some of the games here. But after I say "/in as newbie" then what now? How I will know when I joined a game? I am new to the site but I played Mafia before and decided to play now! Thanks for the one who'll answer this question!

@keyenpeydee: You can do what I do and check the queue obsessively until you see yourself listed in a game, or you can do what I probably should do and sit back until you get a role PM from the mod.

Afaik you can't replace in because you need to play a full game first

Players can replace in as newbies. But if they're already playing in their first game they can't. If the replace would be the first game then they can. The rule is basically there to prevent instances where a player over-commits then ends up subbing out in multiple games.
