Outside multiball, giving scum bulletproofing is odd from a design point of view. If there's no vig, it doesn't do anything. If there is a vig, it effectively punishes the vig for scumhunting effectively. When you have a vig in your setup, the vig's scumhunting skill is going to have a major effect on the result, and that's something you balance around. So adding a random chance of that being completely reversed (some flip is normally better than no flip unless odd/even considerations intervene) is not only hard to balance, it also makes player skill less important.
