Every vote placed on him gives his vote the power of an additional vote. (One vote on him makes him a double voter, two votes on him makes him a triple voter, etc.)
If someone unvotes him, he loses the power of the additional vote.
Self votes do not apply to this ability. (Self voting doesn't add to his vote power)
This ability resets at the start of each day.
