Since the setup isn't determined until it's kind of already underway.

1) Line up reviewers beforehand.
2) Go to a queue and get a playerlist.
3) Ask people for their picks and set a deadline to receive picks, probably 48 hours.
4) Find a time very shortly after that deadline to discuss the setup with your reviewers over Skype or a similar instant messaging platform so you can complete the review in a timely fashion rather than over days of back-and-forth posting in a PT.
5) Do the review, write the role PMs, and then run your game as normal. You should probably communicate to players how long you expect the setup construction period to be, and it should probably last no longer than 24 hours, 48 if you have a hard time finding a time with your reviewer.

Recruit a psychic as your reviewer

With game launch deadlines being what they are in the Blitz Queue, this may be your best option.

What rob said is fine, except you don't need to try and finish a setup in 24 hours. I think taking, like a week is totally fine. Especially if it's a large game, since most upicks are power heavy.
are you thinking of me when you're with somebody else?

yeah, you need to make sure you have reviewers lined up beforehand because upick reviewing is more intensive. but it's also more fun so generally you can find someone
