Not sure - I think that maybe a Normal game could drop the two discretionary Non-Normal roles and still be fun and balanced.
A lot of the time as town in a game you *do* want to setup-spec (Normal or otherwise).
Open has all the roles stated.
Theme has whatever roles you want.
Normal as it stands has potential roles but those are undefined because two of them are completely unknown.
Is there a shim category here that's more normal than the current Normal? Like all possible roles are defined.
