How do people form hydras?

So I noticed that hydras are forming between a lot of new people. The question is, how do they form the hydra in the first place? Does one PM the other a hydra request?

Aeronaut has something set up here for instructor/learner pairs if that's something that interests you, but I don't know how active that project is.

Well for Serene, DGB, Fate and I were court-ordered to hydra as part of our anger management therapy.
