In the real world, when a majority hunts for and executes members of an innocent minority, that's typically labeled ethnic cleansing or religious persecution. Not what you want to model a fun party game on.
The Resevoir Dogs game I backup modded on had the cops as scum and the criminals as town.
But if you mean an actual game where scum are the good guys, maybe someone could possibly design a, only shoot lurkers kind of setup, then scum would actually be the good guys for real.
