But he has a point, to be fair. Both a) and b) is bad. For b), we have spectator/dead chat where you can talk about the game even if you're just a spectator. Just throw a PM and he will add you to the dead PT. There is no system to solve a)

But it's possible that ongoing game rules are taken a bit too seriously here. On the other hand, people still do it, so maybe it's necessary to scare people

The point was that they are both terrible and can damage games the same amount, but are both treated vastly different by moderator standards.
A will never get you banned.
B will get you in trouble in most cases.

You have a point there. It is more difficult to enforce a no-flaking policy, but if it becomes a pattern for a specific player I do think they could consider a ban.
A) seems like something where you gotta start up a conversation with the player in question about how they're overloading themself on mafia games. Blacklist or ban or no, the player still needs to understand that they're doing too much at once and it's affecting how they play.
I consider B) to be straight up rule breaking. Doesn't matter who you're talking to if you're talking about an ongoing game you're participating in. A player who talks about their ongoings can't be certain the info they give won't find its way back to another player in the game.
Video games can be educational. The Oregon Trail taught me that Manifest Destiny is fatal.
