It's basically mafia mixed with fourm role-play.

In a game that lends itself to reading others intentions through what they say, roleplaying really doesn't lend itself to mafia imo.

It'd be kind of like roleplaying poker

True, it's honestly vastly different than this kind of mafia.
But it has a smiliarity and works in a totally different way. Its a little less nervewrecking, but role-playing still takes effort.

I don't know if this is what you're looking for, but a game I've run in the past had a rather sizable story/flavor elements, and some of the players were RPing as their characters.
My favorite site mod is Zor Tester.

I'm not sure how you would design an incentive structure that was compatible with both playing to win in the game and roleplaying well. Sounds like something that a group of people might do for fun if they were more into roleplaying than mafia, I guess.

I've seen it attempted. People stopped scumhunting, and were lynching people for roleplaying reasons. It was arguably fun from a roleplay point of view, but didn't really function as Mafia, and the scum won trivially.

I have. It turned out to be fun to do. I think it's harder to scumhunt when everyone is focusing on RP'ing though.
