I disagree that this should be a part of town's job. I can't think of a good reason it should be. But if that's the type of game you prefer to play, then I'm not going to argue about it.
Mostly to make the game more enjoyable for people who don't want it. I guess you could equate it to the difference between a normal game and a non-normal game. Some people like both, some people like one or the other and it's not a bad thing that they can get to choose what they want to play.
