Making quick hammering a bannable offense is too subjective and allows for too much moderator influence into the game. It's like making it a bannable or mod-killable offense for starting a policy lynch on a player.

If someone is known to quick hammer for the lulz, then like Elsa said the rest of the players can adjust - whether by keeping someone at L-2 or lynching the quick hammerer from the start.

Considering it is a strategic move, I'd say just leave it alone for players to handle.

I played on a site that used Day phases that lasted from 20-44 hours long.

The takeaway shouldn't be "all quick hammers are bad, thus we should make a way to prevent them" because sometimes quick hammers can, strategically, be a good thing.

The takeaway should be "some people have this play style, so the rest of the players need to either adapt and treat L-2 like L-1 or push a PL on them". Anything else beyond letting players figure out how to handle a potential lolquickhamer with the tool's they're already given is too much moderator interference.
