Am I wrong in thinking that A1, B1, and C3 are town-sided?

You don't appear to be wrong at the moment.
Here's the stats thread, where it says that A1, B1, and C3 do currently have above-average town winrates. However, per-subsetup sample size is still quite low, so you can't take it too seriously yet.
