I was thinking it might be cool to have Universal Backup scum that was capable of copying town PRs. My fear is it would have a high power level in comparison to a goon, and wanted to discuss with the meta.

but we already have that. no? Scum UB isn't new or against any rules but it seems rarely if ever, used.

mafia inheriting town isn't normal.

but i wouldn't say it's unbalanced. mafia inherit town power in plenty of open setups for instance.
treat it like a pr from game start.
be mindful of what can happen when they inherit.
use standard backups in large games.

Right, that’s the problem. You’d have to design he game with scum power roles in mind. Cop is pretty much a negative utility, but tracker is great. Doctor is terrible without a vigilante, but that’s broken anyways (scum with two shots?) It would be a tough setup to design.

You'd have to have "no masons" confirmed I guess, because if you have scum UB and masons you're risking a full bastard game.

It probably wouldn't be broken if you designed the town PRs around it. Obviously, you couldn't create any town PRs that would be too powerful in scum hands, or that would causes contradictions (such as scum masons).

It'd likely be swingy whatever you did, though; a strong town PR dies and scum gets a strong PR, a weak town PR dies and scum gets a weak PR, the former situation is much more scumsided than the latter. To work around that, you'd have to design roles to be strong for town and weak for scum or vice versa; that's not impossible (it's basically how Smalltown balance works), but it puts huge constraints on your setup.

It would be fine, but it would have to fit within the confines of the setup, as others have already discussed. I've seen this played out before- in fact, I once designed a setup with a modified version of this- and nobody seemed too bothered.
