As for third parties - that would mess with the point generation system. However, if you want to make a set of Werewolf cards, that would be fine - mods could decide to run with one scumteam, but they can decide/rand which scumteam it is. So there could be a different set of WW cards that have different interactions with certain town roles, and mod could choose whether to use that or the standard Mafia set.
How I'd personally value the standard third parties:

Survivor (survive to win) -
-10

Unjester (get killed by any method other than elimination to win) -
15

Savior (avoid getting target eliminated to win) -
15

Condemner (have your target eliminated with you on the wagon to win) -
25

Jester (get eliminated to win) -
40

Serial Killer (kills every night, must eliminate everyone else to win) -
100


Third parties of course can be in a separate third party deck.

Hmm, I might add Werewolves but only if multiball OSO can be generated separately from singleball OSO. And Moonlight Dancer is more thematic as a WW role than a Mafia role (but town moonlight dancer needs to exist to avoid the "lol you just claimed scum" problem).

pedit: yeah those point values seem good, I'm not very good at balancing so take my point values with a shake of salt.

We can make a separate multiball deck, though we'd need to reassign/redesign values/cards. Also I don't think people enjoy multiball/3p.

Also having those role in there majorly benefits scum.

I'm open to letting 3p count as mafia points (usually it should count as mafia pts), but it'll probably be in its own section

Yeah I personally like insane games... but this is a sane version of Grand Idea Mafia and Radiant Idea Mafia.

I'm open to an optional third party expansion deck, but not if people don't like third-parties.

A setup idea made in 2016 that uses normal roles with a Great Idea-ish setup design, and it like 99.99% of the time is role madnrss
I think if the value card idea is implemented into that setup it will create a more interesting build
