OFFICIAL RULING

People can award SNAZZIES to recipients of earlier years, since no 2018 SNAZZIES were awarded.

Thus the recipients of the 2018 SNAZZY can therefore choose the recipients of the 2019 SNAZZY!

You were the reason our hydra caught scum and stayed on them

I was the head that was more townread so people placed weight on our input

We both did well with town cohesion in retrospect

And in our classic fashion, ended up in multiple 1v1s... our first being a tunnel TvT that resulted in another hydra being the D1 mislynch, and us coming back from massive scrutiny.

It was a such feel-good comeback from when 2017 Khan lost the 2017 Khan award due to injury and of course then 2016 Khan had his 2016 Khan stripped away for, let's face it, purely political reasons.
