It strikes me as a town-sided setup with a straightforward breaking strategy.
1) massclaim on d1 (conftowns the majority of the players immediately)
2) eliminate based on conflicting claims
3) x-night doctor knows exactly who to protect within starting on d1
4) force scum to thin out confirmed town, which they literally can't keep up with.
Why Does Diffusion of Power have such a low town win rate?

This strategy could be defeated by the mod simply giving "Vanilla Town/Mafia Goon" role PM's, and assigning each night's power roles via pm at the start of day, but even in so doing, scum would still be hard pressed to keep up with town if that night's cop & doctor immediately claim.
Forcing scum's hand on the night kill removes a lot of options.- House

I think assigning 1 cop and 1 doctor, with the rest of town being a "random night universal backup" would be a more balanced approach.
