This would force a situation where, say, you have 3 alive and one of them is town. In that scenario, a no-lynch would lead to a serial killer win if Kop chose bulletproof. Even if the town chose to lynch in 3p lylo, if it was BNL lynched, he still wins.
So, optimal play, no matter what, was aiming at town.
For mafia, what they'd be hoping for is to hit town, and end up in 3p lylo, either lynching town (which as you just said, is a mafia win), or lynching the SK (which is, obviously, a mafia win).
