Vice is the italian version of Deputy, it is not commonly used as a term of naming the role. Thus I assume that DCL does not actually have the deputy card. -> he's scum.

Contrast that to people claiming they have unused cards that reflexively block cards played on them. Scum now know they have those cards and are more likely to shoot at someone who didn't claim such protection, negating the value of the protective card.
