Safeclaims are sometimes given to scum so that if they need to claim they have one. It balances out massclaims and stuff sometimes.

When I replaced into DCI mafia I was scum and we won because the Godfather had used his safeclaim. They usually appear in Theme games because what is the player going to claim if they don't know the theme that well? VT? Boom. Lynch. Dead.
