I'm not sure that it's hiplop because some of his posting is too ridiculous to come from the scum game I've recently seen but it's also pretty ridiculous and hard to understand as town :/

The former means someone or something can alter player's roles, whereas the latter is just a unaware miller getting information from somewhere.
