No, they have to give you both. We found that out when we kept the vig but tried to give the +1 to Nero. Boon said we either keep both or gift both.

My vote was on TLK, at the timestamp you see Boon gave. Later on when asked, I unvoted and revoted TLK so I'd be the hammer. For what I can only guess is a loophole, unvoting but revoting someone in the same post doesn't reset the time.
