I thought about making someone cop at the start of the game, but they have to investigate and pass the cop ability for someone else.

the setup was definitely designed with the goal that scum would be able to exploit the nature of how the Copmaker worked and it turned out that was much harder than it seemed; perhaps making it so the Copmaker isn't a role that shifts around with death would improve that?
