If you don't care about making it fine art, The GIMP is off-off-brand PhotoShop that's open source (read: free) and would suffice for the job. I use it for all my fuzzy-select-to-transparency needs and it works well enough.

(In theory it can do whatever PhotoShop can, but it's a lot harder, because GIMPin' ain't easy. And of course there's no substitute for knowing what you're doing; I have no idea how to make that edit to Parama's av while making it look good. But etc.)
