I personally like Gen 1 the best, but that's mostly because I started with that/nostalgia/I didn't actually play the middle games (I played through silver/gold, and picked it back up at White 2). However, I can also say that in regards to design/programming, Gen 1 is also the worst.

Gen I is impressive on a technical level as nothing like that had been done before, admittedly, but that's offset by the myriad of issues with glitches, bad balancing, and so on.
Its normal for games to improve on themselves. Often the newest version of a game franchise will be the best (though certainly not always). With that said you have to ask what innovations the game made when comparing them, not just it's absolute value. In when looking like that I think nothing comes close to gen 1. Other gens fixed balance issues and were less glitchy. So what. They also basically just re offered the exact same play experience.

Best innovation?
Best experience/memories?
