i would have been more succinct to just title it "Attention everyone" because epic gamers would be included within the umbrella of 'everyone'
if you wanted to highlight epic gamers I'd suggest "Attention everyone, esp. epic gamers"

what does article 13 do I can’t find a copy of it on he entire internet

To put it simple It makes copyright laws much stricter and makes it hard for people to use certain content on the internet even under fair use.
Literally the only people that benefit off it are big corporations, who are the only people that support it.
